In order to remedy the lack of powerful shunting locomotives, the Deutsche Bundesbahn procured the V 60 series locomotives from the mid-1950s. The difference between the V 60 (260) and V 60.1 (261) series was the higher friction load of the 261 series. These machines, which can be found in almost all German marshalling yards, reached a top speed of 30 km/h in shunting and 60 km/h on the line.
On October 1, 1987, the series designation was changed to 360 or 361 and the machines were demoted to small locomotives. This allowed them to be driven by small locomotive operators instead of the better-paid train drivers. The locomotives, which were equipped with radio remote control and automatic shunting couplers from 1988, became the class 364 and class 365.
